Really Facebook?? Animal abuse doesn't violate your standards?

A woman named Katie Brown on Facebook posted this photo of her dog with the poor pups muzzle taped shut. Why? Because the dog was barking.
This woman has two dogs and a cat, I seriously hope that the animals are taken away from her she doesn't deserve to have animals.

I reported this photo to Facebook and they found that the photo and this is the message I received from them...

"Thank you for taking the time to report something that you feel may violate our Community Standards. Reports like yours are an important part of making Facebook a safe and welcoming environment. We reviewed the photo you reported for promoting graphic violence and found it doesn't violate our Community Standards.

Please let us know if you see anything else that concerns you. We want to keep Facebook safe and welcoming for everyone."
How can animal abuse be allowed on their site?? It's absolutely mind boggling!

Karma seems to be coming full circle for her because now she's under investigation by the local police and her  friends are all turning against her.
